This bill establishes a cost-sharing assistance program in Massachusetts to provide supplemental insurance coverage to eligible individuals with incomes below 500% of the federal poverty level who are enrolled in employer-sponsored health insurance plans that meet the criteria for minimum value and affordability under the Affordable Care Act. The program will cover the differences in cost-sharing, such as co-pays, co-insurance, and deductibles, between the employer plan and a plan equivalent to those sold through the state's health insurance marketplace that are eligible for premium assistance or cost-sharing subsidies. The bill also requires the state's health insurance connector authority to evaluate the program's impacts on public health, health equity, utilization, and financial outcomes for residents, and to report on its findings by December 1, 2029.
