This bill aims to provide equitable protection of clean water. The key provisions are: 1. The Department of Environmental Protection (DEP) cannot require existing septic systems to upgrade to Best Available Nitrogen Reducing Technology until certain conditions are met, such as the DEP approving affordable nitrogen reduction systems and monitoring technologies, and establishing regional Responsible Management Entities. 2. The bill establishes a Watershed Management Loan Program, offering zero-interest loans to eligible municipalities with nitrogen-sensitive areas to fund related projects.
