This bill instructs the Board of Higher Education to engage with county jails, houses of correction, and state prisons to identify incarcerated individuals who have obtained a GED with credit status. The bill requires the Board to oversee and supervise this outreach to ensure timely identification of these individuals, and it also requires county sheriffs and the Commissioner of Correction to cooperate in this effort by compiling records of current and recently released inmates who meet the requirements for acceptance into a public institution of higher education in Massachusetts. The bill also requires the financial aid staff of public institutions of higher education to provide specific counsel and expedient assistance to facilitate the enrollment of these individuals into the next available semester, including the provision of financial aid and need-based scholarships to cover all costs of enrollment and study during the initial semester following release, and for each subsequent semester through the completion of their degree or certificate requirements.
