This bill aims to recover assets used in the commission of sexual offenses. The key provisions of the bill are: 1) Any holder of a winning lottery ticket who is convicted of a violation of certain sexual offenses, including human trafficking and sexual assault, shall be ineligible for any remaining portion of the prize not yet disbursed, and the remaining balance shall be returned to the State Lottery and Gaming Fund. 2) All monies furnished or intended to be furnished in exchange for forced labor or services or sexual servitude, as well as all monies used or intended to be used to facilitate certain sexual offenses, shall be subject to forfeiture to the Commonwealth and made available to provide restitution to victims. 3) The title and scope of the existing forfeiture law for property related to these sexual offenses is expanded to include references to the specific offenses covered by this bill. The bill provides a mechanism to ensure that proceeds from criminal activity are not retained by the offenders and can instead be used to compensate victims.
