This bill governs the operation of ambulance services by not-for-profit hospital systems or services in Massachusetts. It requires these entities to comply with existing laws and regulations, including Chapter 111C, Chapter 154 of the Acts of 2003, and Chapter 54 of the Acts of 2000, in order to administer and operate emergency or non-emergent medical transport services. Additionally, if a not-for-profit hospital system or service is awarded a 911 contract by a municipality, it must contribute a minimum of 33% of its gross ambulance receipts towards the municipality's fire-based service to enhance public safety infrastructure and fire-based services. The bill also mandates that these hospital systems or services pay at least 50% of the cost to operate the Public Safety Answering Point (PSAP) to support the dispatching of 911 services in the municipality. The Department of Public Health is required to promulgate regulations to administer the provisions of this bill within 30 days of its enactment.
