This bill amends the Texas Education Code to establish the purpose of public institutions of higher education as creating an environment of intellectual inquiry, academic freedom, and intellectual diversity, where all students are respected and educated regardless of their race, sex, ethnicity, or social, political, or religious background or belief. Additionally, the bill prohibits faculty members from compelling students to adopt beliefs that any race, sex, ethnicity, or social, political, or religious belief is inherently superior to another. The bill requires institutions to develop a procedure for receiving and reviewing complaints about violations of this prohibition, and to report annually on such complaints. The bill also specifies that the prohibition on compelling certain beliefs applies only to faculty members who enter into or renew their employment contracts on or after the effective date of the bill.
