This bill aims to ensure uniform and transparent reporting of medical debt data. It introduces new definitions for "medical debt" and "significant medical debt" in Chapter 12C of the General Laws. The bill requires the establishment of a uniform and interoperable electronic system for public reporting of medical debt data, to be developed by the Center for Health Information and Analysis (the Center) in coordination with various state agencies and boards. The system will collect and analyze demographic data related to medical debt, with the purpose of reducing the adverse effects of medical debt and protecting patients. The bill also amends Chapter 93 of the General Laws to require credit reporting agencies to include information concerning medical debt, and allows the Healthcare Payment Reform Fund to reimburse the Center for expenses related to the uniform medical debt reporting system.
