This bill proposes to amend Chapter 111 of the General Laws to require hospitals to provide at least one year's advance notice to the Department of Public Health before closing or discontinuing an "essential health service." The bill also requires hospitals to inform various stakeholders, including patient and staff representatives, local officials, and state legislators, at least 30 days before notifying the Department. The Department is then required to determine whether the discontinued service is "necessary for preserving access and health status" in the hospital's service area, and to approve a plan for ensuring continued access to such services. The bill also prohibits hospitals from closing beds, units, or facilities during a declared state of emergency pertaining to healthcare.
