This bill aims to reduce greenhouse gas emissions threatening the natural environment. It proposes amending the existing Chapter 21N to establish market-based compliance mechanisms for the transportation, commercial/industrial/institutional, and residential building sectors. These mechanisms must be designed to maximize the Commonwealth's ability to achieve the greenhouse gas emissions limits, minimize disproportionate impacts on low-income households, and mitigate potential negative impacts on at-risk economic sectors or employers. The Secretary is required to evaluate and adjust these mechanisms at least once every 30 months to meet the requirements and emissions limits. The bill also mandates the publication of a comprehensive energy plan every 5 years, which will include strategies for meeting the Commonwealth's energy demands through conservation, efficiency, and other demand-reduction resources to contribute to the 2030 and 2040 emissions limits.
