This bill proposes an investigation and study by the Executive Office of Energy and Environmental Affairs to enhance statewide recycling programs in Massachusetts. The study would identify the fiscal impact, barriers, existing laws and regulations, grant programs, new technologies, and the need for new infrastructure. It would explore the feasibility of expanding public space and urban center recycling, curbside and multi-unit dwelling recycling, composting initiatives, and a statewide single-stream recycling pilot program. The study would also assess the long-term cost-benefit analysis of the value of diverted materials compared to the value of total waste diverted from landfills, and explore the feasibility of implementing a data-based sunset provision to the Massachusetts bottle deposit law. The findings and recommendations would be reported to the relevant legislative committees by December 31, 2023.
