This bill establishes a Massachusetts Flood Risk Protection Program to acquire properties that are or are projected to be repeatedly or substantially damaged by floods. The program will fund the acquisition of properties from willing sellers, structure demolition, relocation of affected owners and tenants, and coastal/floodplain/wetland restoration. At least 75% of the funds will be reserved for low-income and environmental justice property owners. The program requires that acquired properties be conserved as open space in perpetuity, with limited exceptions for nature-based solutions projects. The bill also requires the development of statewide flood risk assessment standards and an outreach and technical assistance program to support property owners.
