This bill requires the Secretary of Energy and Environmental Affairs, in consultation with the Department of Public Utilities and the Department of Telecommunications and Energy, to conduct a periodic assessment of the infrastructure serving the Commonwealth for the transmission and distribution of electricity. Based on this assessment, the Secretary is required to develop a plan to ensure the infrastructure has the ability to meet the demand for electricity reliably, cost-effectively, and with sufficient capacity. The plan may include various actions, such as requirements for utilities to submit infrastructure upgrade plans, development and approval of plans for interconnecting energy sources, recommendations for state investment or financing, and modifications to standards for electric service providers. The development of the plan must include public hearings and consultation with stakeholders, and the plan must be filed with the Joint Committee on Telecommunications, Utilities, and Energy, and the clerks of the House and Senate.
