This bill proposes to place a moratorium on the establishment or expansion of slaughterhouses in the state starting on January 1, 2024. A "slaughterhouse" is defined as a facility where the slaughtering of meat from animals, including chickens, turkeys, pigs, cattle, ducks, sheep, and other animals, takes place and has annual revenues of $30,000 or more. The bill allows for the completion of construction of a slaughterhouse if the person had begun the construction or expansion before January 1, 2023. Violations of this law would result in civil penalties of up to $10,000 per violation per day, which the Attorney General can enforce through civil actions.
