This bill aims to improve municipal water infrastructure in the following ways: 1. It establishes the Municipal Water Infrastructure Trust Fund, which will be managed by the board and funded through a $0.70 per 1,000 gallons assessment on water withdrawn by municipalities. Three-quarters of the funds will be distributed back to municipalities to pay for local water infrastructure projects, while the remaining quarter will go to the Massachusetts Clean Water Trust. 2. Municipalities are required to submit an annual report to the Department of Environmental Protection (DEP) detailing how the funds received from the Trust Fund were used or planned to be used for water infrastructure projects. 3. The DEP is directed to promulgate regulations requiring public water systems that draw water from wells to completely enclose any wellheads that are part of the public water system, in order to ensure the security of public water systems.
