This bill aims to ensure the safety of communities and citizens in Massachusetts. It has two key provisions: 1. It prohibits the state, its political subdivisions, and their employees from establishing any operation or program that requires or causes people to register or be checked in based on their religion, national origin, nationality, citizenship, race, ethnicity, gender, gender identity, sexual orientation, or age. It also prohibits the use of state resources to enforce or implement any federal registry or check-in program based on these categories, with exceptions for certain federal programs related to immigration. 2. It allows state or local law enforcement officers with police powers to detain a person, upon receiving a written request and administrative warrant from U.S. Immigration and Customs Enforcement (ICE), if a supervisory officer determines that the person poses a threat to public safety based on specific criteria, such as involvement in terrorism, criminal gang activity, or certain felony convictions. The detention is limited to 48 hours unless a judicial officer makes a probable cause determination.
