This bill aims to promote the use of anaerobic digestion and agricultural energy in Massachusetts. It does this by amending existing laws in two key ways: 1) It requires the Department of Energy Resources to adopt regulations that count electric energy generated from agricultural by-products or waste as "Class I" renewable energy sources, which would double their value towards the state's renewable energy portfolio standard. 2) It exempts anaerobic digestion net metering facilities and agricultural net metering facilities from aggregate net metering capacity caps, allowing them to net meter and accrue various classes of net metering credits. These changes are intended to incentivize the development and use of renewable energy technologies that leverage agricultural waste and by-products, particularly through anaerobic digestion processes.
