This bill amends Section 16 of Chapter 270 of the General Laws to increase the penalties for improperly disposing of trash, bottles, cans, refuse, rubbish, garbage, debris, scrap, or other materials on public highways, public land, or private property. The fines for the first offense are increased to $5,500, and subsequent offenses can result in fines up to $15,000. Additionally, the bill requires that 50% of the fines imposed be deposited into the conservation trust established in Section 1 of Chapter 132A, and the court may order the violator to remove the materials at their own expense. The bill also establishes new penalties for dumping such materials into coastal or inland waters, with fines of up to $6,800 for the first offense and $18,750 for subsequent offenses.
