This bill establishes a jail and prison construction moratorium in Massachusetts. Specifically, it prohibits state and public agencies from studying, planning, designing, acquiring, leasing, or constructing new correctional facilities or detention centers, expanding the capacity of existing facilities, converting parts of facilities for detention or incarceration, renovating facilities beyond maintenance or building code requirements, or repairing facilities for the purpose of expanding or increasing bed capacity. The bill includes a provision to repeal the moratorium 5 years after the effective date of the act.
