This bill amends Massachusetts General Laws Chapter 159B to require third-party delivery providers (such as food delivery services) to submit monthly data reports to the state's Division of Transportation. The data includes details on each delivery, such as the mode of transportation, pickup and drop-off locations, delivery times, costs, and information about the delivery drivers and vehicles used. The Division can use this data for congestion management, transportation planning, and emissions tracking purposes, and may share the de-identified, trip-level data with certain state and regional agencies under confidential data-sharing agreements. Violations of the data-sharing agreements may result in the Division declining to enter into future agreements or terminating existing ones, and the violating entity must delete the shared data.
