This bill proposes the following key provisions: 1. It amends the existing law to prohibit any increase in toll rates on the metropolitan highway system and the turnpike from the rates in place on January 1, 2023. 2. It modifies the law to require the Massachusetts Department of Transportation to "reduce the" tolls on the metropolitan highway system and the turnpike, rather than "fix and revise" them. 3. It removes the requirement for the Department to set toll rates at a level that would, at a minimum, cover the costs of owning, maintaining, and operating the turnpike and metropolitan highway system. 4. It requires the Massachusetts Department of Transportation to study and report on the feasibility of establishing all-electronic tolling on state and interstate highways that are not currently tolled, including exploring options such as border tolls and interstate/regional agreements.
