This bill aims to protect vulnerable elders from abuse. It amends current law to expand the definition of "abuse" and "caretaker", requires state agencies to allow the Department of Elder Affairs access to facilities and records for investigating elder abuse, and mandates reporting and oversight measures to address abuse of elders in state care. It also prohibits elders in prisons, jails, and other custodial settings from being charged for protective services and requires state agencies to respond to the Department's recommendations for preventing and remedying elder abuse.
