This bill establishes the Massachusetts Public Safety Building Authority, an independent public authority that will administer a public safety building assistance program. The Authority will be responsible for reviewing and approving grant applications from cities and towns for the construction or improvement of public safety buildings, including police stations and fire stations. The bill creates a dedicated Public Safety Building Modernization and Reconstruction Trust Fund, funded by a percentage of the state's sales tax revenue, to provide financial assistance for these projects. The Authority will also conduct surveys and studies on the capital needs of public safety facilities across the Commonwealth and develop a long-term capital plan to guide its policies.
