This bill aims to ensure a free and open internet in the Commonwealth by prohibiting fixed and mobile internet service providers from engaging in certain practices, such as blocking or throttling lawful content, requiring payment from edge providers to avoid content degradation, and engaging in paid prioritization. The bill also prohibits internet service providers from imposing data caps or allowances below 5 terabytes per month during the COVID-19 emergency and 60 days thereafter. Additionally, the bill requires internet service providers bidding on state contracts to disclose their network management practices, which will be a factor in the government's contract award decision. The bill also establishes an Internet Consumer Access Fund to be used for ensuring equal access to the free flow of information over the internet.
