This bill establishes an early electronic voting option for municipal elections in Massachusetts. It allows the select board, board of selectmen, town council, or city council of a municipality to authorize registered voters to vote early through an electronic system approved by the Secretary of State. The early electronic voting period must begin no sooner than 17 days before the election and end no later than 2 business days before the election. Voters must apply for an early electronic ballot, which the city or town clerk will then transmit to them. The electronic voting system must provide a voter affidavit that can be signed electronically and cannot store personal identifying information beyond the time necessary to confirm the voter's identity. The Secretary of State is required to promulgate regulations to implement these provisions within four months of the bill's effective date.
