This bill establishes standards for quarry licensing and the testing for pyrite minerals. It requires any person seeking to mine, expand, or operate a quarry, sand and gravel operation, or other aggregate source for the purpose of producing concrete aggregate to submit a license application to the Department of Transportation and the state geologist. The application must include a geological source report, aggregate testing for the presence of pyrite or pyrrhotite, and a fee. The Secretary of Transportation, in consultation with the state geologist, will review the application and approve or deny the license based on the total sulfur content and the presence of pyrrhotite. The bill also requires entities licensed to operate a quarry or sand and gravel operation before the effective date of the bill to meet the new requirements by December 31, 2023.
