This bill aims to promote low-income access to solar energy by making several changes to the existing solar incentive program in Massachusetts. The key provisions include: (1) requiring the Department of Energy Resources to implement a low-income customer verification process to ensure equity and accessibility for renters and low-income retail electric customers; (2) defining low-income customers as those with incomes at or below 80% of the area median income or 200% of the federal poverty level, as well as small businesses; (3) allowing low-income multi-unit buildings to qualify as one low-income customer; (4) prohibiting credit checks and early termination fees for residential customers; and (5) requiring distribution companies to accept and implement changes to the identities of designated recipients and the amount of credits to be attributed to such recipients. The Department of Public Utilities is also required to promulgate regulations to implement this act within 180 days of its effective date.
