This bill seeks to require the Massachusetts Division of Medical Assistance (MassHealth) to ensure that all its contracted providers, including accountable care organizations, health insurers, and behavioral health management firms, provide equal access to behavioral health services, benefits, and medications of comparable quality to MassHealth recipients. The division must obtain approval from the Secretary of Health and Human Services for all behavioral health policies, protocols, and utilization management criteria used by these providers. Additionally, the providers must submit information on their reimbursement methodology for inpatient mental health and substance use providers to the division and legislative committees within 90 days of the bill's effective date.
