This bill amends Chapter 25A of the General Laws to expand the duties of the Department of Energy Resources to assist municipal lighting plants in their efforts to reduce greenhouse gas emissions. Specifically, the bill requires the Department to facilitate collaboration between municipal lighting plants and other state, local, regional, and federal agencies, and to provide municipal lighting plants with training, analysis tools, information on eligible state programs, and sample designs and materials for greenhouse gas emission reduction and electrification programs. This assistance is intended to promote compliance with the Commonwealth's statewide greenhouse gas emission limits and sublimits established under Chapter 21N.
