This bill amends the state's vehicle registration laws to (1) prohibit the registrar from increasing any individual fee by more than 2.5% in a calendar year, (2) require the registrar to offer a 10% or more discount on registration fees for any person registering 5 or more commercial vehicles or units, and (3) require the registrar to issue a report to the legislature within 90 days with recommendations to reduce the cost of operating a commercial vehicle or unit in Massachusetts in order to promote competition with neighboring states.
