This bill directs the Massachusetts Department of Public Health, in consultation with the Health Policy Commission and the Center for Health Information Analysis, to commission a study on current access to essential health services provided by the state's acute care and inpatient psychiatric hospitals. The study will examine the discontinuation of essential services, the projected need for such services over the next decade, and provide recommendations on how to ensure access to these essential health services across all regions of the Commonwealth. The study will review relevant data, including hospital bed and service availability, service discontinuations and their effects, financial conditions that may lead to service cuts, and steps other states have taken to manage the discontinuation of essential services.
