This bill would authorize cities and towns in Massachusetts to impose an affordable housing surcharge of up to 2% of the real estate tax levy on real property, subject to approval by the local government and voters. The surcharge revenue would be deposited into an affordable housing trust fund. The bill also allows for certain exemptions, such as for low-income and senior housing, and provides guidelines for the collection and administration of the surcharge. Cities and towns could later revoke or amend the surcharge, but no more than once per 12-month period.
