This bill aims to improve voting access and elections infrastructure in several ways: 1. It allows voters to register as permanent mail voters when they register to vote, enabling them to automatically receive mail-in ballots for all future elections. 2. It requires election officials to notify eligible citizens of their opportunity to register to vote, including their option to become a permanent mail voter. 3. It changes the dates of state primary elections and allows municipalities to hold local elections on the same dates as presidential or state primaries. 4. It requires municipalities to designate at least one polling place within one mile of any public or private institution of higher education. 5.
