This bill establishes a low vision registry in Massachusetts. It requires the Commissioner, in consultation with the Department of Public Health and the Executive Office of Elder Affairs, to create a registry of people whose visual acuity is 20/60 or less in the better eye or whose peripheral field of vision has contracted to 10 degrees or less, regardless of visual acuity. The purpose of the registry is to aid the Commission in estimating the number of likely future registrants to the Commonwealth Registry of the Blind. However, those on the low vision registry are not eligible for services from the Commission until they meet the standard of legal blindness, which is defined elsewhere in the law.
