This bill aims to facilitate climate resiliency efforts in Massachusetts. It amends the state's Chapter 91 law, which governs the use of public waterways, to allow the Department of Environmental Protection to issue a general license for any publicly beneficial climate resiliency project designated by a local conservation commission, selectmen, or mayor. It also amends Chapter 131 to explicitly include "climate resiliency protection" under the activities covered by the state's Wetlands Protection Act, and to exempt publicly beneficial climate resiliency projects from requirements to minimize or mitigate the loss of resource areas, making them eligible for a general permit similar to that available for ecological restoration projects.
