This bill aims to protect life-saving electronic health records from reckless corporate greed and corruption. It amends existing laws to: (1) require the Health Policy Commission to assist consumers with questions or concerns related to electronic health information accessibility requirements, and record and submit reported violations to relevant state and federal authorities; (2) mandate that healthcare providers comply with federal requirements on interoperability, patient access, and prohibitions on information blocking, and establish a standardized notification form for patients on their rights and how to report violations; and (3) increase penalties for violations of patient access to electronic health information, with a minimum fine of $1,000 per day per violation. The bill also prohibits third-party apps from disclosing, selling, or profiting from patient electronic health information without explicit written consent.
