This bill amends Chapter 30B of the General Laws, which governs procurement procedures for the state of Massachusetts. The key provisions are: 1) For procurements between $10,000 and $100,000, procurement officers must seek written quotations from at least 3 vendors, and must award the contract to the responsible vendor offering the lowest quotation, unless the procurement is subject to a competitive sealed bidding process. 2) The threshold for when procurement officers must follow the competitive sealed bidding process (under Section 5) is increased from $50,000 to $100,000. 3) The threshold for when procurement officers must follow the competitive sealed proposal process (under Section 6) is increased from $50,000 to $100,000, except for procurements between $10,000 and $100,000 that follow the quotation process in Section 4. 4) The threshold for when procurement officers must follow the contract award procedures for construction projects (under Section 6A) is increased from $50,000 to $100,000. 5) The threshold for when procurement officers can use the exemption for procurements from a single source (under Section 7) is increased from $50,000 to $100,000.
