This bill establishes a program for clean energy financing at the Massachusetts Clean Energy Technology Center. The center will conduct a study to identify financing gaps for clean energy projects, such as project capital, credit support, and project pipeline development. Based on the study's findings, the center may establish a "Green Bank" or similar financial initiative to provide the investment capital necessary to accelerate the deployment of a range of clean energy technologies in buildings, transportation, industrial, and other sectors, in order to support the Commonwealth's net zero emissions goal. The center may utilize the investment capital to implement innovative financial strategies, such as a loan loss reserve and energy savings performance contracting, to reduce greenhouse gas emissions and leverage economies of scale.
