This bill makes several changes to student transportation in Massachusetts. First, it repeals Section 7C of Chapter 71 of the General Laws. It then requires the Department of Elementary and Secondary Education to maintain a registry of all vendors providing school transportation services. Additionally, the bill allows school districts and regional school districts to provide parents and guardians the opportunity to decline school transportation for their students on an annual basis, freeing the districts from the obligation to provide transportation for those students. Finally, the bill requires the Department of Elementary and Secondary Education, in consultation with the Department of Transportation, to conduct a study on student transportation collaboratives and consortiums, examining which districts could benefit from such arrangements and how they could be implemented. The study must be completed and reported to the legislature by July 1, 2024.
