This bill, also known as Crawford's Law, aims to promote pet safety by amending the General Laws to establish civil liability for individuals who, through willful, wanton, reckless, or negligent actions, cause the unnecessary or unjustified death of a cat or dog. The bill allows the owner of the deceased animal to recover damages, including the fair monetary value of the animal, loss of comfort and companionship, afterlife expenses, court costs, and other reasonable damages, with a cap of $30,000 for non-economic damages. The bill also sets a three-year statute of limitations for such claims, starting from the date of death or the date the aggrieved party knew or should have known the factual basis for the claim.
