This bill establishes a Regional Equity Roadway Board to develop and implement a comprehensive, regionally-equitable roadway pricing policy for the Commonwealth, including the greater Boston metropolitan area. The Board will have the authority to implement this pricing plan on behalf of the Massachusetts Department of Transportation starting on January 1, 2025. The Board will consist of the Secretary of Transportation or a designee, as well as six appointed members with expertise in transportation planning, tolling systems, traffic congestion, municipal representation, MBTA fiscal and management control, and representation of low-income communities affected by traffic congestion. The Board's responsibilities include analyzing issues related to roadway pricing, proposing toll equipment locations, advising on federal pricing programs, providing cost and revenue estimates, traffic forecasts, and equity analyses, and making legislative recommendations to address social equity concerns.
