This bill aims to establish a thermal transition trust fund to assist low- and moderate-income customers in replacing gas appliances with electric alternatives, including heat pumps, and to retrain gas infrastructure workers for new jobs in non-emitting renewable thermal energy. It also expands the scope of demand-side management programs to include non-emitting renewable thermal energy programs, modifies the definition of a "gas company" to include non-emitting renewable thermal energy, and creates new definitions for "networked geothermal system" and "non-emitting renewable thermal infrastructure project." The bill also requires gas companies to file plans for transitioning from gas to non-emitting renewable thermal energy infrastructure by 2050, and allows gas companies to sell, lease, and service electric appliances as alternatives to gas appliances.
