This bill aims to facilitate better interactions between police officers and persons with autism spectrum disorder. It requires the registry of motor vehicles, in consultation with the Massachusetts Chiefs of Police Association and autism advocacy organizations, to design and make available blue envelopes that provide written information and guidance on effective communication between police officers and individuals with autism. The envelopes are also capable of holding a person's driver's license, registration, and insurance documents. The bill mandates that the registry provide these blue envelopes to persons with autism spectrum disorder or their parents/guardians upon request. The guidance on the envelopes includes instructions to attach them to the driver's sun visor for easy and safe access. The bill will take effect on January 1, 2024.
