This bill directs the cannabis control commission, in consultation with the executive office of public safety and security, to study and report on the barriers related to first responders and their legal right to use cannabis in the Commonwealth. The study will cover various topics, including drug testing requirements, internal policies of local police departments and first responder agencies, the authority of police chiefs, state and federal license to carry laws, the federal Controlled Substances Act, the efficacy of using cannabis for treating certain mental health conditions, and laws, policies, and practices regarding cannabis use by police officers and first responders in other states and jurisdictions. The commission and the executive office may consult experts, hold public meetings, and conduct fact-finding hearings as necessary. The report is due to the legislature by December 31, 2024.
