This bill aims to modernize and enhance the distribution of Chapter 90 funds, which are state funds provided to municipalities for maintaining, repairing, improving, and constructing municipal ways, bridges, and other eligible projects. The commissioner of the Department of Transportation will allocate the Chapter 90 funds to each municipality based on the cost of resurfacing 2% of all municipally owned, non-state numbered roads, and the cost of resurfacing 3.3% of all municipally owned and maintained state-numbered routes within the municipality. 2. The match factor for the Municipal Match Program under Chapter 90 will be determined using a formula that gives equal weight to the measures of aggregate property values and aggregate personal income within each municipality.
