This bill establishes a "Chapter 90 Commission" to evaluate the municipal infrastructure reimbursement program, known as "Chapter 90", which is administered by the Department of Transportation. It will consider regional, geographic, socioeconomic, and population density variations, as well as communities' fiscal capacities, to determine if the current formula is suitable. The commission will then produce a report with recommendations to adjust the formula as needed, and submit it to the Department of Transportation and the state legislature within one year of the bill's passage.
