This bill amends the definition of "Beverage" and "Beverage Container" in Massachusetts law to include nips, which are 50-milliliter disposable beverage containers usually containing alcoholic beverages. The bill sets the refund value for nips at 10 cents, compared to 5 cents for other beverage containers. It also allows redemption centers and reverse vending machines to hold refund amounts in an account for consumers to withdraw within 2 business days, rather than requiring immediate cash refunds. Finally, the bill requires the state to review handling fees for the recycling program within one year of the law's effective date and every four years thereafter. The bill will take effect one year after its passage.
