This bill establishes a tax credit of $1,000 for families caring for relatives diagnosed with aphasia, a communication disorder. The credit can be claimed if the taxpayer has provided more than half of the support for the relative and the relative resided with the taxpayer for more than 6 months of the taxable year. If the credit reduces the tax to zero, the taxpayer is entitled to a refund equal to the amount by which the credit exceeded the tax due.
