This bill aims to convert the state government fleet to electric vehicles. The key provisions are: 1. The Massachusetts Department of Transportation (MassDOT), in consultation with other state agencies, will create and maintain an inventory of motor vehicles owned or leased by the Commonwealth and plan to convert them to zero-emission vehicles. MassDOT will also identify a "critical replacement list" of non-zero-emission vehicles that should be replaced with zero-emission vehicles when due for replacement. 2. Starting January 1, 2025, any purchase or lease of a motor vehicle on the critical replacement list by the Commonwealth (excluding the Massachusetts Bay Transportation Authority, municipalities, regional school districts, and regional transit authorities) must be a zero-emission vehicle. 3. Within 12 months, MassDOT, in consultation with the Department of Energy Resources and an intergovernmental coordinating council, will develop recommendations for the siting of zero-emission vehicle charging facilities to serve state-owned or leased zero-emission vehicles and zero-emission passenger buses. 4. MassDOT, in consultation with the Department of Energy Resources, will conduct and periodically update a study on opportunities for near-term electrification of vehicles owned or leased by municipalities, regional school districts, and regional transit authorities.
