This bill establishes the Office of the Elder Advocate, an independent office that aims to ensure older adults and people with disabilities receive timely, safe, and effective services from executive agencies, including the Executive Office of Health and Human Services and the Executive Office of Elder Affairs. The Elder Advocate is responsible for investigating critical incidents, receiving and reviewing complaints, and making recommendations to improve the quality of services for older adults and people with disabilities. The bill also creates an Elder Advocate Advisory Council to assist the Elder Advocate and sets parameters for the Elder Advocate's access to facilities, records, and information. Additionally, the bill prohibits discrimination or retaliation against anyone who communicates with or provides information to the Office of the Elder Advocate.
