This bill requires the Center for Health Information and Analysis to develop a methodology to calculate a "single payer benchmark," which is an estimate of the total costs of providing universal health care coverage to all residents of Massachusetts through a single payer system. The bill also requires the Center, along with the Health Policy Commission and Division of Insurance, to annually compare the actual health care expenditures in the state to the single payer benchmark and determine if the state would have saved money while expanding access to care under a single payer system. If the benchmark outperforms the actual expenditures, the Health Policy Commission must submit a proposed implementation plan for a single payer health care system that provides continuous, comprehensive, and affordable coverage for all residents.
